If you're on Claire then you'll see him again shortly but in a place with so much room to run around you can't help but avoid him and there are no puzzles.
If you see him blocking you on the way then again repeat one of the many options listed. Run get the 2nd electronic parts and run to the garage entrance. Then all you gotta do is get the jack handle, lower the jack, climb the stairs or ladder go do the clock puzzle in peace (He can't enter there). Flash and pass, bait a punch and pass, get knocked down then get up heal and pass, shoot him in the face until he's stunned and pass, counter a grab with a sub weapon and pass. You just get the gear, get the key to get the jack handle, then trigger him. You can hold off on triggering him until you need to go up to the clock tower.
